Wi Fi Turned on automatically

have turned off all the settings for intelligent WiFi, width band etc but the wifi still turn on automatically despite turning off the wifi and using mobile data 

anyone can help?

Try turn off wifi scanning

Settings > location > location services > wifi scanning

Try this if you using smartthings

Smartthings > menu > settings > easy connection > Turn on WiFi and Bluetooth Automatically > Off

Have you check the settings in smarthings ? It might auto on by default

uninstalled smarthings still the same. wifi still on automatically, seem to happen after I updated the software

Try check your wifi history see which app is turning on.

Settings > wifi > 3 dot > advanced setting > wifi on/off history

oh my it seems like Google play services allow app to control WiFi, I have toggled it off now
