Anyone else experience apps that won't update or fully install?

so after I factory reset my phone to fix my speaker issues but the phone was running great I would go to update my apps and Android system webview happen to be all the ways circle updating I took a video capture I'll post below, I went to show my installed applications just to prove that all my other apps were installed and realize that a good bit of the applications that I have are still doing that. Which finally explains why I can't open my call of duty mobile and have the application open completely. it will just open to the first page and freeze up to a black screen and a few other applications will do that as well now I know why. That means the restore process isn't complete and most of that data that is probably installed is corrupt. easy fix I can just re-download some of the apps uninstall them first course but I had no idea this was happening and it has been eating a little bit of my battery not as much as you would think for something to continuously background download. For over 72 hours, So if  anybody has any info or similar situations let me know or what you think! ✌️

android web view did the same for me. I tried each day and it completed this AM. some folks said to flush the cache and it worked for them. it didnt for me. but you can try that

now all you have to do is simply stop uninstall it. and then hit reinstall. as soon as I did that sat all the apps that were still processing not only did they all take off and start functioning properly without having to wipe any cached data or anyting, the Android webview took off and I was able to do that over mobile data and under 30 seconds with fairly crappy LTE did a restart wipe the cached data it's running like a top again

did that a million times doesn't work. if you just simply click the little x to stop the update or restoration, you have to uninstall the app then reinstall the application
