For some reason Samsung didn't include Bixby Routine in S9/S9+,Note 9 One Ui 2.0 beta program, not sure we'll get it but you can add routine through Good Lock. Just download Good Lock app from Galaxy Store in there you'll find Routine function. Some other added features on Good Lock are working for Beta but Routine is working and other features will work after final official update.
