Bluetooth Scan Not Showing Devices

Has anyone else had an issue where no devices are shown (other than those paired in Android 9)? Scan does not work (it is clickable, but not functioning) and it is not possible to pair.

yes, it has been reported.

my galaxy watch seems to pair without any issue but I'd try unpairing the device and pair it again after a reboot

issue isn't existing paired devices - those are fine. new devices cannot be paired since the phone is not "scanning"
