Developer options

Is it better to turn off developer options or leave it on? If leave it on, what's the best settings to do?

Just go through. see what's an option. Some things in the network options are good if you use wifi a lot.

It depends on the level of skill of the owner. From what I've seen in these posts, there are a lot of people that have no business messing around in there. If you are comfortable with leaving it open then keep it. If there is someone else possibly using your phone then you may want to close it. 99% of it probably won't be used anyway. 😁
