Hey. I have 2 note 10+s, one of which I am keeping and the other returning. The one I'm returning has the beta, and the one I'm keeping doesn't. Now, is it device specific or Samsung account specific? I'll be withdrawing and factory resetting, would that open up the beta option on the note 10+ I plan on keeping?

Maybe an admin can correct me but I believe it is device specific and not account. Are both devices unlocked purchased from Samsung and not carrier specific?
Also, at this stage of the game, if you didnt register both devices, registration may be closed to additional beta testers but again I'm not positive and maybe someone can correct me

You do not need to enroll in beta again. Please reach out to our customer service @ 1-800-726-7864 or online and let them know you had a device swap during beta program. They will help you change IMEI and continue beta program.
