How do I enable the setting to change apps by swiping bottom of screen?

I used to be able to do it, but now I can't and cant find the setting anywhere.

it should be under the navigation bar settings if its still available

Seems like they disabled it, I can't get it to work either. Might be by mistake though. As always, it's a beta
