I've had apps get stuck updating in the Play Store occasionally but so far simply rebooting my phone resolved the problem every time.

I've had it happen on this phone and others so it isn't a Samsung issue.

if you are using a private dns turn it off, this workaround worked for me.

uninstall Chrome then update the app.
