I think so.... however Google is still rolling out the dark mode functions to various apps, so it maybe that they haven't implemented it yet for Gmail.
My Gmail app doesn'trespond to dark mode yet. Some of my other Google apps do respond to the dark mode setting and some don't. I figure it's just a matter of time before all the Google apps have dark mode capability.

it's my understanding Gmail has it on Pixels with Android 10

Google has been releasing dark mode for Gmail for like a month and a half now.... Slowest role out I've ever freaking seen. By the time they finish this Gmail dark mode the LG V50 will get Android 10 😂

From what I have read, the dark theme is rolling out now and will show in the general settings as theme. Dark mode, even if forced in developer options, had no effect on my phone, so I'm just waiting for the update.

from what I read, Gmail dark mode is a server side feature that's slowly rolling out to everyone. just his be patient.
