What do you mean you don't use SIM cards? An unlocked Note 10 uses a SIM card for service, so an active service is either required (maybe that's how they verify the phone is being used in US) or your phone is not a target model. Do you have a carrier model?
According to your screenshot, it says there "Status: withdrawn" which I guess means you left the beta. The instructions that follow are for how to reset your device. How then do you want to sign up for the beta when you have already left..?
Please try clearing the system cache and rebooting your device.
