Notifications on Lock Screen

I'm not entirely sure if this is just on my end, but after the update to One UI 2.1 my notifications no longer go from hidden content to content shown upon unlock with Face Unlock.

I wouldnt use a phone lock feature at the moment ... people are reporting issues were they can't unlock their phone or power down

Was that feature available on Android pie?

No I don't believe so, but it was available in the first iteration of One UI. Interestingly I don't believe I saw a setting for it but it just happened.
