Text markers and clipboard dialogues sticking in place?

Hello, I want to see if anyone else is having this issue.  I noticed that sometimes the cursor position drag handle thing (don't know what to call it exactly, but it's pictured below) will clone itself and stick where it was.  It actually happened while writing this!  (Image below)

I haven't done a factory reset, but this is just odd.  It happened with the clipboard pop up too sometimes (copy, cut, paste, clipboard).

Doesn't seem to be a problem on my end, actually seems to be smoother than One UI 1.0 on my device
