Samsung Wallet/PayYes. Based on your image, you should contact Hong Leong Bank for the issue. Some bank might need you to contact them and some might not. I tried few years back without contacting the bank that time and it work (Citibank).
Just in case you need:
1) Make sure you remove/ delete your card details from your old device on your Samsung Pay
2) Logout Samsung Pay from your old device. Make sure your old device do not have your card details
3) After logout, you can try scan your card on your new device and do all the settings
4) If no luck, you have to contact Samsung and your bank for more details

Samsung Wallet/PaySince you have reset your digitalised token,
Did you also check on your Samsung Pay on your older phone too? Make sure the details there is clear. On your new phone, go to Samsung Pay application settings and go reset application and choose my older phone. Once you done, you should be able to register your credit card.

Samsung Wallet/PayYes, thanks so much WinnieC, after jumping thru multiple hoops including deleting the Citi visa card from the older s20 ss wallet, it somehow still hung when trying to reactivate on my newer s22. Apparently delete and remove are very different based on Citi's needs. USAA Visa had no problem. Calling the visa-issuing co only met with ongoing frustration. If only Samsung had suggested both contacting the issuing company and using the wallet app to remove from other devices, it would have saved a lot of time and frustration!
