I'm using Master Card, no issue to add into Samsung Pay. However, you must call card issued bank to reset the E token to allow you add card to Samsung Pay. Multiple attempts may cause the card adding failed.

If reset token still not helping. Can try replace existing card to new one. My debit card before this cannot verified to samsung pay. Change to new one, now can wave using phone je😄

You may request the bank to change your card to a Visa card.
