Then, you need to call in to your respective bank, and inform the bank you need to register samsung pay, but not able to register. The bank will help you to reset something or open something for you. After that, you would be able to register. FYI.
It's due to digital token was block by Maybank for security measure, you need call them. Once activate success, next time won't be problem anymore even you change phone.
