So if I can't move around apps in my own order in the app drawer, then why do I have to drag an app all the way to the top to put it on my homescreen?

That's a waste of time, inconvenient, and another plus from the Nova Launcher. 

This UI just isn't doing it for me so far. 

Custom organization should be key.

in app drawer, press the dots in upper right, press sort, select custom order and move them around.
