The option to unlock the bootloader should be publicly available to us unlocked samsung phones (not carrier locked)instead of having one model with the option to unlock and the other without.
On non-Chinese/Latin American Snapdragon bootloader's, the option can be enabled on combination firmware, however it does not allow bootloader unlocking. that option is useless.

Snapdragon has a permanently locked bootloader and will not be unlocked as has been the case for a few models now so don't even think this will happen.
