For those thinking the release is imminent here is a little reminder. In 2018 it took 40 days after the Germany release for the final to hit US carrier phones. It was 55 days before unlocked phones received the final Android 9.
Not directly from Samsung but yes you can purchase a new international dual sim model in a number of places even Amazon. The only catch is you won't have a factory warranty.
