Maybe your network provider is having a maintenance or having an issue by the moment. Have you tried other sims? Or restarting your phone?

Just like my note 5, its just locked the network of the sim locked

This might be a cause too, his phone maybe locked to a specific carrier.

I tried everything to unlock the locked sim network but still wont work

Usually you can just go to your carrier and let them unlock it for yoy given your contract has ended with that phone.
