If there's a Bixby App in your phone or you can search and update it through the Galaxy Store, then it's supported. Simply open the Bixby App (or usually can be accessed by long pressing the power button if it is enabled) and the setup is a straight process.
Probably, have you tried searching if the application Bixby Voice, Bixby Vision Frameworks are present in the Settings and Galaxy Store? If not then it isn't supported.
