Some Samsung units may be unable to receive updates due to hardware limitations. However, this is just my thoughts. I hope Samsung will address this concern soon. :)
Updates are usually released per region after some extensive localization work by our programmers, to make sure you get the top-tier Galaxy experience when you install your update.
