Is the dynamic clock icon only on Android 10?

I have noticed this a long time ago that the clock icon on Android doesn't change, unlike iOS where it shows the actual time. But I am amazed that Android 10 supports it. By the way, I switched from Huawei Nova 3i on Android 9.

Not only on Clock icon, but also on Calendar too. I believe that feature is started on select phones with Android 5.
