Most Samsung phones have it. Just after doing a screenshot make sure to QUICKLY click on the downward arrow to scroll to the part of the screen you wish to capture.

Baka di po naka enable yung screenshot toolbar punta lang po kayong setting advanced feature and scrolldown lang po hanggang makita nyo screenshot nag nosebleed na ako kaka english eh. Hehe joke lang po :)
