Smartphones have what we call an accelerometer and a gyroscope, these are tiny sensors that help determine the screen orientation of the display.
If by tapping that toggle doesn't work, there are two possible suspects as to why it doesn't rotate.
1. Shock/ Impact
2. Environmental
Shock - to have it simply put, you've dropped the device a few times already ( regardless of how strong the impact is ), any physical trauma to the device can cause this.
Environmental - is when you've exposed the device to certain conditions like heat (using the phone while charged and is heating up already in a humid environment) or water (getting wet for whatever reason it may be).
Keep in mind, even if most Samsung phones come with an IP rating, those are only precautionary, it doesn't mean it is fully proof to endure such events.
If you're not sure on what the case may be, bring it to an Authorized service center.
