if you are talking about the SIM LOCK of the network itself. You have to contact your Network Provider to get a PIN to unlock it. But usually it can be found on the Sim Card Holder when you purchase the sim.
If you are talking about unable to use a different network on the phone, that phone is locked on that network. Contact Network provider to get it unlock.
