Galaxy NoteIn my experience when I had screen issues or anything that involves the display or color, an authorized service center is the better route, especially if parts are readily available, issues can usually be fixed within the day.

Galaxy NoteIf the efforts provided are futile then it wasn't serviced properly or diagnosed thoroughly, I had an S10e with a busted screen years ago and dropped by SM Megamall to have it serviced, they literally made me leave me phone and will just notify me via text or call when to pick it up, if that didn't happen to you considering this is a "screen issue" then it wasn't fully serviced.
As for the current problem "the fees", this is a choice you're gonna have to make.
1. Is the Galaxy Note 9 that meaningful to you that you'd want to keep it up until now (and possibly in the years to come) if you're not comfortable paying the cost of Service Centers from Samsung, your only option is to go to 3rd party stores that does repair.
or
2. Take advantage of Samsung'a trade-in/trade-up program and get a new device (full covered with warranty) with more up to date specifications, etc.
Personally I'd pick the later, it will potentially require you to shell out money, but the returns is more beneficial as not only do you not have to worry about the possible number of repairs your Galaxy Note 9 may encounter in the future, you get a new phone, warranty covered and is more secure since current releases of Samsung come with 4-5 years of firmware and security updates.
I'm not selling the idea okay, but you seriously might want to check it out as I've been doing the trade-in/trade-up program for about a few years now.
