Galaxy NoteOk, now I think I see the problem.
Let me breakdown your CSC code line which is "STH/STH,STH/XSP"
Your device is actually a Singaporean set as shown in the 3rd group of code XSP (stands for unbranded SG set).
The first STH is your active CSC which determines the channel from which Software updates is sent to your phone. STH stands for Starhub, which I assume is a Singaporean Telco. This is why your software updates is slow, because it is waiting for the update to come from Starhub and not straight from Samsung. As you know, Software updates from Samsung flows as below:
Unbranded/Unlocked: Samsung > Phones
Carrier Branded : Samsung > Telco Carrier > Phones
This middle man (telco) will usually take a lot longer to modify the software update to their liking. Most US users complain about this (Verizon, At&T and etc).
The solution would be to change your 1st CSC from STH to XSP (Unbranded which should be unlocked = updates straight from Samsung Singapore).
By the way, may I know what line your phone is using?
PS: Second group of CSC will be determined through the sim card, this does not matter that much.

Galaxy NoteHmm, yeah I think that it's because of your CSC.
Like I said, your Note 9 is a Singaporean set.
And I just checked Sammobile, it seems that Note 9 is not updated in Singapore since Oct like your, so I'm guessing changing from STH to XSP won't work.
Maybe you can try changing your first CSC from STH to XME (Malaysian).
Before: STH/STH,STH/XSP
After: XME/**bleep**,**bleep**/XSP (the middle one doesn't matter)
However I have to caution you, changing your CSC will result in your data and phone being factory reset. Make sure to have backup of your pictures, messages, whatsapps, videos and etc before proceeding.

Galaxy NoteHmm, if that doesn't work then I guess you have to manually flash the Malaysian firmware update using Odin.
This is suggested only if you are comfortable with PCs as the step can be a bit tedious.
There is a risk of losing all your data (can be prevented) or even bricking your phone but it has been done by others too. I did it to my S10+.

This is also where I checked that Singapore XSP firmware has stopped since October, so remaining on the Singapore firmware would might take a while to get the Android 10 update.

So I'm guessing the manual flashing did it right?
If it did, just out of curiosity, what's your current CSC? Is it still "XME/XME,XME/XSP"?
By right now after flashing the Malaysian firmware and changing your CSC to Malaysian one, you should be getting OTAs from Malaysian servers directly. So at the same time as all of us 👍
