Every mobile devices have country-specific ROMs (software) in them. Releasing updates on the Galaxy devices mean that Samsung not only have to make enhancements to each country-specific ROM, but they also have to test and certify every ROM independently.
This process is time consuming and therefore they roll out the country specific updates gradually. That is the reason why most of the time, the software updates arrive in another countries first before we receive them in Malaysia.
