The One UI 3.1 update for the Galaxy S10 Lite and Galaxy Note 10 Lite is seeding in Spain and Ulkarine at the time of writing this, but it should expand to other regions soon. Sadly, this update does not bring Wireless DeX to the Lite phones which is a huge slap to the Lite users.
If you live in Spain and haven't received One UI 3.1 on your S10 Lite and Note 10 Lite yet, you can try checking it manually by navigating to the Settings > Software update menu on the device.
