It doesn't seem usual when you're just zooming in/out. But it does that when switching megapixels or image quality. What did you last do before this happened? Did you install an app? If the native camera is working fine while in safe mode, it usually indicates that there's an app not preinstalled that's causing this problem. I couldn't think of an app that could cause this. You might want to try and reset camera settings, reset all settings, or temporarily archive or uninstall apps starting from the latest that you've installed.
