Is it okay to use my 15W charger for my Samsung S21 Ultra? Will it damage my battery? Should I buy a 25W just to be safe?

Yes it's okay, It won't damage the battery as long as it's an authentic samsung charger.
Slow/Normal charging is actually better for the battery's life span.

Having a super fast charger is convenient tho.
