Even if your unit is global variant, you need to join in members app of countries qualified for the beta program, so definitely you could not join.

Beta Program is not available on the Philippines. I think Korea and Japan lang meron. Even if you're phone is US or Global variant, it will depend on your region/location not it's variant.
