It looks like you're using a device from the States? Your CSC must have interfered with the delivery of the OTA updates upon insertion of a foreign sim. If you want to try a fix you can try this.
Backup your important files first (images, videos, contacts, documents etc.), remove your sim and then factory reset your device.
Compete the setup process first upon a successful reset, and then insert your sim upon receiving the software updates that were missed.
