Permissions displayed by Permission manager and App disagree with what is allowed

Using the Apps module in Settings I can view each individual App and the permissions that are allowed for it.  If I used the Permissions manager, which groups Apps by permissions, the manager does not list the App even though Apps shows it has that permission.

For example, using Apps to view Call on my S24, it shows permissions for Camera and Contacts.  When I view Camera in Permissions manager, Call is not listed.  Same thing for Contacts.

Can anybody tell me which "permission" is true?  Also, please explain why these are different.  [I there are a *lot* of differences across many apps]
