As stated on the website (One UI Beta | Samsung Developers) the One UI 6 Beta is open for users in the following regions: 

• China,
• Germany,
• India,
• Poland,
• the Republic of Korea,
• the United Kingdom,
• and the United States.

If a beta program does run locally in the PH, you will be notified through official Samsung announcement and or Samsung Members apps notification bell icon.
