Galaxy Note 8+ Volume Up and Down Problem

My Galaxy Note 8+ bas been experiencing this bug where whenever I press my volume up or down buttons the phone will immediately pause and will not respond to any touch in the screen and even no response to the side buttons. After a few seconds or more, the phone will immediately resume its performance but will show signs of delays in the screen animations then a message will appear saying "System UI not responding". It lets ug choose wether to wait for it or to close the UI. If I chose to close the UI then the screen goes blank. If I chose to wait...the lag and delays will never stop unless restarted again..then cycles go back whenever I press the Volume button.

Is this a bug with my current software or is there a malware inside the device? Ive tried to clear cache via system (press hold volume down + bixby + power button). None of them works. Does anyone experience this too? Please help

Try wiping cache partition, it may help

I did try this by holding down the Volume Down + Bixby+ power button and accessed the system. I cleared it. Yes it was normal for a few minutes but it started to reoccur again.
