It has always been like that as far as I can remember.
You can change its style using these apps but you have to backup all your files and phone settings before using them in case the setup fails. I had to factory reset my phone around 5 times because of what seems to be a connection problem during the setup process.
I got bored so I went back to default Samsung interface.
