To fix security policy prevents use of camera, you may follow the below:
Try reseting the Camera settings. This resets all Camera settings to factory defaults, which could potentially fix a deeper software issue within the Camera app.
Open Settings and tap Apps. Then, tap Camera -> Camera Settings -> Reset Settings.
