At most, the SmartTag can help locate where your luggage is geographically - it should show up on the map as a location pin. So yes - you can locate your luggage if the airline loses it, and giving the airline the location of your package can potentially make it easier for them to coordinate between airports to get your luggage back to you.
However, keep in mind that having a SmartTag does not guarantee that you get your luggage back as getting it back is the responsibility of your airline. At the very least, you'll know where your luggage is.
