When this feature is enabled, your phone will flash every time a notification is received. You have to follow the below step-by-step instructions.
A) Lock screen notification settings.
Settings > Lock screen > Tap notifications > Choose Details > Select Show on Always on Display
B) Customize additional notification settings.
Navigate to and Open Settings > Tap Advanced settings > Enable Camera flash notification.

Please try to check out the following that might fix your device's issue.
1) Enable In-App settings notification.
Check the apps and enable its notification settings to show on screen.
2) Disable Do Not Disturb.
Settings > Navigate to Notifications > Scroll down to select Do not Disturb > Then Switch off.
3) Disable Power Saver Mode.
Settings > Navigate to Battery and device care > Select Battery > Scroll down and turn off the switch next to Power saving.
Go to More battery settings and turn off the Adaptive battery.
4) Disable Data Saver Mode.
Settings > Connections > Data Usage and then tap on Data saver > Turn Off the Data saver.
5) Prevent Apps from Sleeping.
Settings > Battery and device care > Select Battery > Tap on Background usage limits and turn off the "Put unused apps to sleep' option.
Note : Once you enabled/disabled the above mentioned features will result to high battery consumptions on your device.
