Any idea what the 'silent notifications' bar in the drop down is?

I have no clue what this is and when I press the x it clears all my notifications.

look at the instructions contained in the beta notice tab

it's just sorting your notifications and any notification that's set to be quiet, as in doesn't have a sound, will appear under that tab

yes.. I have the pixel with Android 10 with this feature also.. silent notifications are visual notifications without any audible alerts of normal notifications.
