hmm .. reason I said that because it happened to me on beta 1 and 2 and doing that fixed for me. only other thing you could do is probably clear cache of media storage. also I just remembered I had cleared date on gallery and camera app and not cache.

I'm sorry I sounded rude... I forget that unless I state it people don't know I've already tried all the things like that first; delete cache, uninstall reinstall, turn the phone off and on. I try to exaust the simple fixes first then ask/research when those don't work.

have you tried unmounting the sdcard in storage settings? once you unmount, remove the sd card, reboot without it in your phone, wait a few seconds and let your phone chill out after the reboot, and then put the sdcard back in. that usually fixes those "!" for me. had that happen on 9.0 as well and that fixed that for me a few times
