Can't pay with Google Pay

It's a known issue reported by dozens of others. While in beta your phone isn't running certified software. Wait until Android 10 is final.

It's Google that blocks devices using beta software. Samsung Pay works tho.

That's because Google Pay is unable to authenticate an official OS given you are running a Beta version. It will come back with the official Android 10 release.
