My brother had created a Disney+ membership account and it had worked perfectly fine on his Galaxy S8 Plus. But when I tried downloading Disney+ it wasn't on the app store. I have a classmate who also has an S10 but didn't sign up for beta and their phone can download Disney+ and already had it. Is their a way to fix this issue so I can get Disney+ to work on my phone.

I have the same issue. This is most likely caused by apple not updating their app to be supported by the new OS. Quite a few apps I frequently used, have the same issue.

Apk's are the way to go. That's how I have it running on mine.

Most apps wont work while your on a beta program.
