Questions
I just noticed that I have to provide a fingerprint or pin to shut my phone down. Not sure how I added that setting but thought it was interesting.
Restarting the phone you dont need to provide anything only on shutdown.

You didn't enable it--intentionally or not Samsung added that in beta 3. It might be intended as a security feature because Find Your Phone doesn't work if the phone is powered down. This way if someone steals your phone you can do a remote wipe from a computer to protect your data.

It should be an option. It is a nice security feature though
