Gifs made with camera through SMS text, Verizon only?

I'm on Sprint and have a S10+, while my sister is on Verizon with a S10.    She can make her own Gifs via text messaging and send them.

I don't see the option anywhere, is this a Verizon only feature?   TIA

what do you mean by "make your own gifs" like the video editor or the live keyboard one

she says under picture on her keyboard, she has the Option to send a Pic, a Gif, or a video
