HDR and Video enhancer don't work

Doesn't really matter to me:
First of all, I don't notice really any benefits to the video enhancer.  No significant bugs with this one, but there isn't much of a difference.

The big issue:
The big issue however is that HDR in YouTube (what I tested) doesn't work as intended.  It is supposed to turn the screen to full brightness and turn off auto brightness (or ignore it somehow) when viewing HDR content.

In my experience, the screen stayed very dim and no change was visible to the video whatsoever.

Also!  When viewing HDR content in YouTube and then trying to change the video quality (in that dialog), a strange line appears separating the display into two halves.  One brighter than the other.

I did not test this in beta 2, but after updating to beta 3 I cleared my cache partition and ran the phone optimizer (cleared the apps cache).  So this most likely has nothing to do with cache data.  Maybe clearing all data will work?  I'll update.
