I have a s10 plus running the beta and my wife has s10 plus running Android 9 her hotspot is so much quicker then mine hers connected devices can run 90 megs mine connected devices run about 9 megs
I have not experienced anything like this. Perhaps you should clear your system cache as it has worked and helped many in the past. Hope this helps, and best of luck.
