Are you getting the message when using a specific app? Android 10 has different location permission options than Pie but I had to manually give location permission to some apps because Samsung denied location permission by default and there was no pop-up asking if I wanted to give the apps location access.
You might also want to check the current location permissions for Google stuff. Samsung denied some location permissions even though they are necessary for some Google Services to function properly.
Please try clearing the system cache and rebooting your device.
