I had it happen when I had dark mode on while applying to wallpaper as well . turned off apply to wallpaper and it stopped

yes. it is a bug. go to dark mode settings and turn off the 'apply to home screen wallpaper'. this will eliminate thebfkickering caused by dark mode on home screen wallpaper.

clear all the cache partition. turn off the phone then wait like 30 seconds.
hold down the volume up, bixby, and power button. go to wipe cache psrtition and wipe it. then reboot.
